Compared to the other two (2:249,286) occurrences, occurrence in 3:180 is more similar to that in 2:184.
3:180
“And let not those who are stingy/miserly with what God gave them from His grace/blessing think/suppose it is good/better for them, but it is bad/evil for them, they will be encircled/surrounded/burdened (with) what they were stingy/miser with it (on) the Resurrection Day…”
Therefore I consider the meaning for yuteeqoona as ‘to be able to do but find extremely hard and difficult to bear’ i.e. a kind of burden.
In addition,
Your translation says feeding a poor person
But from 5:89, 3 sawm is equivalent to feeding 10 poor persons.

3:180 is a different verb form and the context indicates its meaning here. In fact, perhaps telling us this verb form has a different shade in meaning, which seems to be borne out by classical arabic dictionaries. In any case, based on the additional evidence discussed in the article the evidence is weighted for (3) in my view.
5:89 is regarding breaking of an oath made, so not equivalent to scenario in 2:184
