Was Battle of Tabook an Offense from Muslims or was it defensive?

Please tell me if the battle of tabook as detailed in quran was offensive or defensive? As i have heard that Prophet pbuh wrote letter to roman king and he killed the Prophet's emissary.

Please elaborate, i shall be much obliged.
