What is Jazia & how is levied in Islamic state?

قَاتِلُوا الَّذِينَ لَا يُؤْمِنُونَ بِاللَّهِ وَلَا بِالْيَوْمِ الْآخِرِ وَلَا يُحَرِّمُونَ مَا حَرَّمَ اللَّهُ وَرَسُولُهُ وَلَا يَدِينُونَ دِينَ الْحَقِّ مِنَ الَّذِينَ أُوتُوا الْكِتَابَ حَتَّىٰ يُعْطُوا الْجِزْيَةَ عَن يَدٍ وَهُمْ صَاغِرُونَ

Fight those who do not believe in Allah, nor in the latter day, nor do they prohibit what Allah and His Apostle have prohibited, nor follow the religion of truth, out of those who have been given the Book, until they pay the tax in acknowledgment of superiority and they are in a state of subjection.

Salam All Can somebody please help me by explaining the concept of " Jazia" applicable in past & present time? Thanks

Salam All it is very strange to note that Dr Shabbir says in his QXP that Jazia is not a tax payable by the  Non Muslims not taking part in War but it is reparation ( Loss or damages of war )while his teacher Perwaiz translates as tax payable by Non Muslims for not taking part in war with Muslims. I feel that QXP is strange & different way of translation by deviations & Interpolations every where.
