Can someone clarify Aayat 9:11?

فَإِن تَابُوا وَأَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ فَإِخْوَانُكُمْ فِي الدِّينِ وَنُفَصِّلُ الْآيَاتِ لِقَوْمٍ يَعْلَمُونَ
9:11
But if they repent and keep up prayer and pay the poor-rate, they are your brethren in faith; and We make the communications clear for a people who know.
Is Allah telling the Non Believers if the repent & keep up prayers & pay Zakat they are your brethren in
faith. I wanted to know as to how they keep prayer with Muslims? Can some one clarify ?

You should start reading from the beginning of the chapter 9. You will realize there is conflict between the believers and the idolators(mushrikeen).  You will then realize that there is a group of the idolators(mushrikeen) who are ignorant about the faith. Seems like some are seeking protection and want no involvement in the conflict and want protection from the believers. God asks the believers to take them to protection and let them listen to the word of God( the new revelation to a people who don't know). And then escort them to a secure place because they are a people who don't know whats happening. Seems to me they inherited the conflict through the nation they belong to.

However there is also another group of the idolators(mushrikeen) who are treaty breakers and do not oblige to any agreements. They refused to accept the signs and verses of God. And turned men away from Gods way. However these same people if they repent and start establishing prayer and enjoining in the tax(zakat) of the community they are now your brothers in faith. The believers should no longer look at them as enemies or not from one another.

Bro Hamzeh kindly clarify as how could these non believers pray & pay Zakat? Even if they pay Zakat   
how could they PRAY Salath?

Well as you can deduce from the verses in chapter 9.  There is a strong suggestion that the Believers will be overthrowing the nation (9:2)(9:14). That the religion of Islam will be known.

The ones that are violent rebellious wicked transgressing treaty breakers of the idolators(mushrikeen) who if they had the chance to over power believers they would not respect them in nationality or in any agreement. These people had 4 month to learn and repent as there was a declaration. They were welcomed by God to repent for their wrong doings. But after the 4 month, war was to continue and God promised them a painful punishment

Once fighting was allowed again after the 4 month and any of them were captured and IF they repented and acknowledged there crimes, and showed they established prayer and paid the tax they are now no longer considered or termed as idolators. The believers are to take them as brothers in faith(Islam).

The people captured are either going to fall down in acknowledgement of there wrong doings or continue on violating the treaty or ask for protection. The ones who choose to learn and let go of their old ways by showing they pray and pay the tax are now believers and brothers. They learn the method of prayer from all the other believers and they are understanding there is a message from God.

The ones who ask for protection are also to be protected and that they hear the word of God and understand whats going on. They should be escorted to a place of safety or if they choose to accept and repent then they are also brothers in faith.

End result is the non believers have to accept the Muslim terms of PRAY Salath & Pay Zakath to become believers right? Muslims have to show how to PRAY & give Zaqak? That is what was end result
