Hijab a choice

I read a article that state head covering it'snt a choic and that it protect women , the person state the sexual assault rate is high in the USA so that why women need to wear hijabs. Yet women wear hijabs and still get attack in the middle east and here in the usa but are a fear to tell the police . I don't too that why to said wear hijabs will stop sexual assault but there at men that will attack women even if she the most cover and sadly many husband beat their wives and the wives don't tell the polices. Forgive me if offend anyone. I will try to find the article.Should women be fear to report abuse.

Do you mean that women are too afraid to report abuse by their husbands or that they should report it to the police?
