Understanding verse 6:38

In this verse, God is saying about "nothing has been left out of the register". Is this verse 6:38 meant to dedicate only other creatures on earth or completion of Quran?
"And no example do they bring to you but We bring to you the truth and the BEST TAFSEER (EXEGESIS)." 25:33
