Zacaharia. Prophet, messenger or righteous believer?

In 3:39 angels spoke to zacaharia
In 3:42 angels spoke to Mary

These are highly righteous and chosen people but does it imply that Allah can speak to any righteous believers through angels?
Is there any other verse that confirms this?

Why would God have chosen to speak to them instead of just inspiring them through life whilst controlling matters?

Should we expect or aspire to communicate with God through his angels if there is such a level of righteousness that can be attained.?

Has anyone experienced such direct communication?
