Is sacrifice of an animal by muslim who is not attending Hajj instructed in the Quran ?

I know there is no concept of Eid-ul-fitr or Eid-ul-zuha in the Quran but just want to know that is there any verse which hints this practice for someone not performing Hajj ?

One of the verses likely in question would be 2:196.


The traditional understanding of this verse has many issues in my view, but on the point you enquire about, it seems relatively clear.

Is your reference of 2.196 to someone who does not do the pilgrimage in any form at all as I think Adil is asking? I understand 2.196 referring to those who do the Umrah or Hajj. Saba
