Salamun Alaikum sister.

From a Quranic perspective, I can see no explicit nor any cogent implicit reason why a woman cannot pluck her eyebrows.

Women are allowed to beautify themselves in whatever manner they want as long as they keep to the guidance the Quran imparts with regards general ‘modesty’ and open display. To beautify oneself is not a sin. The Quran even says that God created 'clothes' for 'beautification’.

007:026 (part)
“O ye Children of Adam! We have bestowed clothing (Arabic: libasan) upon you to cover your shame / private parts as well as to be an adornment (Arabic: risha) to you...

The word ‘rish’ (lit: feathers but translated above as ‘adornment’) implies an adornment, fine clothing, a source of elegance and protection, an ornament or beauty.

However, women must always remain conscious of the overarching guidance given by the Quran as to who not to display their wider ‘zeenat’ (beauty) and how to keep modest coverage such as covering the chest.
